최근 RFID/USN 기술을 산업화 현장에 적용하기 위한 실용화 기술로 만들기 위해서는 기존 임베디드 시스템에 적용되고 있는 다양한 검증 기술 및 에너지 효율화 기술이 USN분야에서도 적용하기 시작하였다. 특히, USN 분야의 경우 에너지 효율성 문제가 가장 크게 작용하기 때문에 에너지 효율성을 평가하고 해결을 위한 솔루션 제공이 필수적이다. 본 논문에서는 이러한 효용성 검증에 필요한 첫 번째 단계로 USN 마이크로 에너지획득을 위해 에너지 획득 시스템을 제시하고져 한다. 특히, 파워 소스 제너레이션 기술에 대한 다양한 연구를 진행하고 이를 바탕으로 효율적인 에너지 획득 시스템 하드웨어를 설계하고, 설계된 에너지 획득 시스템을 이용하여 MPPT(Maximum Power Point Tracking) 알고리즘을 구현하고 이를 MPPT Controller 형태로 구현한 뒤 최종적인 에너지 획득 시스템을 제시한다.

본 연구는 각 프로세스가 조직에 미치는 상대적 영향을 고려한 조직 전체의 효율성을 평가하고, 조직의 효율성을 개선하기 위하여 조직을 구성하는 여러 프로세스 중에서 어떤 프로세스를 우선적으로 개선해야 하는지를 결정하며, 더 나아가 비효율적인 프로세스를 개선하기 위하여 어떤 프로세스를 벤치마킹해야 하는지를 결정할 수 있는 체계적인 방법을 제공한다. 이를 위하여 본 연구는 다음과 같은 중요한 세 가지 과정을 따른다. 첫째, DEA(data envelopment analysis)의 CCR 모형을 이용하여 프로세스의 투입요소와 산출 요소를 바탕으로 개별 프로세스의 효율성을 평가한다. 둘째, 도출된 개별프로세스의 효율성을 Lovell과 Pastor의 순수 산출요소(또는 투입요소) DEA 모형의 산출요소로 이용하여 서비스 단위 조직 전체의 효율성을 평가한다. 셋째, 앞서 도출된 개별프로세스의 효율성과 서비스 단위 조직의 전체 효율성을 각각 DT(decision tree)의 예측변수와 목표변수로 활용하여 각 서비스 단위 조직의 특성 및 상황에 따라 개선해야 할 프로세스를 선택하는 규칙을 생성한다. 제안한 방법을 통하여 기업은 비효율적 조직과 프로세스를 발견하고 조직의 효율성을 개선하기 위하여 어떤 프로세스를 우선적으로 개선해야 하는지를 결정할 수 있다. 이를 통하여 기업은 오늘날 기업 경쟁력의 핵심인 프로세스를 좀 더 효과적으로 평가 및 관리할 수 있을 것으로 기대된다.

신약개발은 국민의 건강권과 직결되며 국가 차원의 제약산업 육성을 위해 매우 중요하다. 그동안 신약개발 분야와 관련하여 다양한 연구가 수행되었지만, 신약개발 분야의 국가연구개발사업에 대한 효율성 분석은 매우 부족한 실정이다. 특히 R&D 분야는 연구개발시차, 일출효과(spill-over effect) 등으로 인해 투입과 산출의 일정한 방향성과 등비율적인 증감을 가정하는 CCR 모형이 적합하지 않다. 또한 가변규모수익을 가정하는 BCC 모형도 여유분(slack)으로 인해 의사결정단위간의 명확한 우선순위 도출이 어려운 한계점이 있다. 최근에는 R&D 분야의 특수성을 고려해서 자료포락분석 모형 중 RAM(Range Adjusted Measure) 모형을 활용한 분석방법이 제시되고 있다. RAM 모형은 가변규모수익 가정 하에 투입지향이나 산출지향처럼 방향성에 대한 사전적인 가정 없이 비효율성을 최대한 제거하는 방향으로 효율성을 측정하므로 R&D 분야의 효율성 분석에 적합하다. 특히 RAM 모형은 매우 강건한 단조성을 인해 의사결정단위 간 명확한 순위 구분도 용이하다. 따라서 본 연구에서는 자료포락분석 모형 중 RAM 모형과 토빗 회귀분석이 결합된 2단계 접근법을 활용해서 범부처전기신약개발사업을 중심으로 신약개발 분야의 국가연구개발사업들에 대한 효율성을 분석하고 주요 시사점들을 논의하였다.

적절한 벤치마킹 대상의 선정은 조직 계획 및 통제에 있어 중요한 요소로 인식되고 있으며, 이에 대한 많은 연구가 이루어져 왔다. 특히, 조직의 상대적 성과 평가와 이를 바탕으로 벤치마킹 대상을 결정하는 DEA(data envelopment analysis)의 출현은 벤치마킹에 대한 연구를 증대시켜왔다. 하지만, 벤치마킹 대상 선정은 기술적 생산 가능성 측면 외에도 조직의 정책적 고려, 관리적 우위 그리고 외부 제약 등을 고려해야 한다. 따라서 수리적 결과에 바탕을 둔 기술적 생산 가능성만을 가지고 벤치마킹 대상을 제공하는 현재의 DEA 접근 방법에는 한계가 있다. 즉, 고려하는 모든 대상을 기반으로 한 global efficiency 관점에서 제공하는 해가 비 효율적 조직 입장에서는 바람직하지 않을 수도 있다. 이에 따라 본 연구에서는 local efficiency 개념을 도입하여, 다양한 관점에서 벤치마킹 대안들을 살펴 볼 수 있는 방법을 제공하고자 한다. 이는 다음과 같은 과정에 의해 수행된다. 먼저, DEA를 이용하여 비교하고자 하는 모든 DMU(decision making unit)의 투입/산출물을 바탕으로 각 DMU의 효율성 값과 비효율적 DMU의 참조집합 (reference set)을 도출한다. 다음으로, 도출된 참조집합이 조직 운영 관점에서 적절한 벤치마킹 대상이며, 이러한 목표를 달성할 수 있는가를 평가한다. 이때 도출된 벤치마킹 대상이 적절하다면 분석과정을 종료하고, 적절하지 않을 경우 다음과 같은 추가적인 분석을 수행한다. 우선, 각 참조 집합을 중심으로 DMU를 그룹핑하고, 각 그룹별로 효율성 값 및 참조집합을 도출한다. 이때 도출된 효율성 값이 local efficiency 값에 해당된다. 다음으로, 참조 집합 그룹을 중심으로 도출된 비효율적 DMU의 참조집합이 적절한 벤치마킹 대상인가를 판단한다. 적절한 벤치마킹 대상을 도출하였으면 분석을 종료하고, 그렇지 않을 경우 적절한 벤치마킹 대상을 도출할 때까지 추가적인 분석과정을 반복한다. 제안한 방법을 통하여 조직은 기술적 생산 가능성 외에도 다양한 조직 운영 관점에서 적절한 벤치마킹 대상을 선정할 수 있으며, 이에 따른 목표를 수립할 수 있을 것으로 기대한다. 또한 더 나아가 global efficiency 관점에서 효율적 조직이 되기 위하여 단계적인 벤치마킹 대상 선정과 이에 따른 목표를 수립하는데도 유용하리라 판단된다.

최근 건설경기의 난국 속에서 많은 건설기업들이 경영상의 어려움에 처해 있다. 본 연구에서는 코스피 코스닥 상장 건설기업들을 대상으로 ANP와 DEA 결합 모델을 이용하여 기업의 경영 효율성 분석을 실시한다. DEA 모형에 쓰이는 투입 및 산출 요소의 결정은 ANP 모형의 중요도 분석을 통하여 결정함으로써 기존의 방법보다 효율성 분석 결과의 신뢰도를 제고하였는데, 효율성 분석결과 비효율적 그룹에 대해서는 효율적 그룹으로의 이동을 위한 벤치마킹 대상과 개선을 위한 효율성 수치를 제공한다. 또한 연구의 결과로 나온 기업별 효율성과 주가와의 상관관계를 분석한다. 본 연구에서는 코스피 상장 건설기업 36곳과 코스닥에 상장된 건설기업 21곳인 총57개 기업을 대상으로 기업의 효율성을 평가하였는데, 효율성 분석결과 CCR 효율성이 1인 기업은 4개 기업, BCC 효율성이 1인 기업은 7개 기업, 규모의 효율성이 1인 기업은 4개 기업 이었으며 각각의 효율적 그룹군 기업과 주가와의 상관관계는 CCR, BCC 모형 모두에서 0.7 이상의 강한 양의 상관관계를 나타냈다.

최근 급격한 기후변화와 도시화로 인하여 강우량 및 강우강도는 약 20% 증가하고 강우일수는 14% 감소하며 도시 기온이 최대 $3^{\circ}C$까지 증가하는 등의 현실적인 문제가 발생하고 있다. 이로 인한 도시 물순환체계의 파괴는 도시물관리 여건의 악화로 이어지고 특히 불투수면적 증가로 인한 도시 홍수 및 침수의 증가, 잦은 도시 고온 현상, 도시하천의 건천화로 수질 악화를 야기하는 실정이다. 이에 국토의 자연자원을 보전하고 기후변화에 적응하면서 도시의 안전도와 가치를 높이기 위한 물관리 정책은 먼저 물을 순환을 보다 적극적으로 반영하고 통합적인 물관리 체계 확보를 요구한다. 이를 위해서는 발생원 관리를 포함한 소규모 분산관리 체계로 변화하여야 하며 이들 시설에 대한 네트워크화를 통해 기후변화에 강건하고 통합관리쳬계를 구축하는 것이 중요하다. 이를 위해서는 저영향개발(LID, Low Impact Development) 및 그린인프라(GI, Green Infrastructure) 기반의 분산식 빗물관리기법의 도입이 절실하다. 현재 국내에서는 제도적으로 기후변화 대비, 지속가능한 도시환경 구축을 위한 물순환 건전화를 위해 100대 국정화제에 포함시키는 등(2013.2) 도시계획 및 기반시설 설치 LID기법의 법제적 산업적 도입을 추진중에 있으나, LID 기술의 수자원 치수, 이수 및 환경 효율성에 대한 객관적인 정보의 부재, LID 기술에 대한 효율성 검증 및 인증시스템의 부재, LID 기술의 무분별한 국외기술 도입으로 인한 효과 저감, LID 기술의 설계, 시공, 관리를 위한 매뉴얼 및 가이드라인의 부재, LID 기술에 대한 지자체 지원 및 전문가 양성 시스템의 부재 등 복합적인 문제를 안고 있어 GI 및 LID 기술의 적용을 통한 새로운 도시 및 유역차원의 수자원확보와 재해경감기술 패러다임 확보가 용이하지 않다. 이를 위해 본 연구에서는 강우유출수 관리를 위한 LID기술 신뢰도 향상 및 단일화, 표준화된 효율성 검증 기술 개발과 더 나아가서 도시-건축-수자원-도로-조경 등의 종합적인 인프라를 바탕으로 LID기술 통합관리 및 기술 고도화를 위해 부산대학교 GI LID 물순환 실증단지의 계획 및 구축을 수행하였다.

The aim of this study was to analyze the productivity changes in government-funded research institutes for Economics & Humanities and Social Sciences. From Malmquist total factor productivity index analysis, the average productivity decreased 6.5% between 2006 and 2010. Further analysis showed that technical efficiency increased 4.7% annually while the technology change rate decreased 10.8% on average. Under pressure for innovation from the outside, research institutes responded to managerial efficiency improvement, which lead to increases in technical efficiency. On the other hand, for productivity improvement of government funded research institutes, they must pursue technological advances by securing an outstanding research workforce, expanding the R&D budget, and changing the R&D method. Each institute must perceive the cause of an individual institute's productivity change, and establish strategies for increasing productivity.

We examine the effects of environmental or organizational factors on the performance of TLOs(technology transfer offices) in the PRIs(Public research institutes) using SFA(Stochastic Frontier Analysis), a technique for estimating the efficiency of DMUs(decision making units). In SFA, independent variables are assumed to determine the efficient production technique(production frontier) or affect the efficiency of DMUs. Previous researchs show that input variables such as number of personnel, R&D expenditure affect the production frontier while environmental or organizational variables affect the efficiency. We tried to estimate various types of models to find out whether environmental or organizational variables affect output variables differently from the previous research. Main empirical findings are as follows. First, R&D expenditure tends to increase all output variables considered. Second, environmental factors such as type of institutions and location of institutions affect the level of outputs. Third, organizational factors such as reward system for technology transfer also appear to affect the output variables. Fourth, environmental or organizational variables affect the production frontier directly rather than affect the efficiency of DMUs. Lastly, the efficiency of each DMU appear to be 1 or near to 1. Since almost all DMUs are equally efficient, it may not be effective to evaluate technology transfer activities of PRIs by efficiency criteria. We believe that this research should be complemented by additional data. More general types of production function need to be considered, and new techniques with concepts like output distance functions need to be developed to analyse multiple outputs simultaneously.

Until now, the operation of community welfare centers for people with disabilities has brought a positive or a generous awareness. Nevertheless, in order to obtain a wide range of welfare outcomes efficiently, the imperative step in rehabilitation researches is to determine whether reasonable and scientific services are being provided to people with disabilities in rehabilitation centers. The purpose of this study was to analyze efficiency and productivity of 176 community welfare centers for people with disabilities. As a result, average technical efficiency for community welfare centers for people with disabilities was 0.4488; pure technical efficiency and scale efficiency was 0.6040 and 0.7080, respectively. The major conclusions of this study were as follows. First, applying the technical efficiency analysis, DMU2, DMU3, DMU8, DMU9, DMU11, DMU13, DMU14 were shown above average. It seems to have a regard for political elements in accordance with the regional social and economic differences. Second, as a result of scale efficiency analysis, the inefficient community welfare centers for people with disabilities such as DMU1, DMU5, DMU12, DMU16 are required to improve the number of employees, revenue, facility area. Finally, this study is expected to be an effectiveness analysis and performance evaluation for the rehabilitation services.

The government adopts mainly three venture-supporting systems such as Venture Certification, InnoBiz Certification, and MainBiz Certification. This study compares the policy effects of productive aspects and technical inefficiency aspects of Venture Certification and InnoBiz Certification using the data on 'The 2010 Actual Conditions of Venture Enterprise.' With the estimation of production functions, it is found that only 'financing and ease of investment' produces a statistically significant effects on productivity. On the other hands, the other effects of 'the venture certification' do not produce positive effects. However, it is revealed that 'the venture certification policy' primarily reduces technical inefficiencies. The InnoBiz certification policy shows primarily insignificant effects in both sides of the production aspects and technical inefficiency aspects. However, the 'marketing ability effect' produces a positive effect on production and reduces the technical inefficiencies as well.
