Policy Implications of Global Governance through Public Diplomacy Activities (공공외교활동을 통해 본 글로벌거버넌스의 정책적 함의)

  • While networks of many countries around the world are actively connected with the establishment of ICT-based infrastructure, diplomatic activities are also evolving into various diplomatic forms that are different from traditional diplomacy before. In particular, in the process, public diplomacy activities that focus on subjects other than the government and new diplomatic areas are accelerating. This study identifies the current state of public diplomacy that has emerged as a representative type of new diplomatic style and derives policy implications for the revitalization of global governance. The analysis was attempted based on data generated mainly on the main contents of various diplomatic activities by each entity, and the future direction of public diplomacy was sought. In particular, the subject of diplomacy is becoming more diverse, and most of all, various activities are being carried out based on the world stage due to changes in diplomatic means. Most of all, they understood that all the people are playing the role of private diplomacy, and that the roles and capabilities of local governments are becoming stronger. Global governance needs to be built to revitalize public diplomacy, and support policies need to be continued by expanding the role of public diplomacy and various topics.

The Influence of Public Diplomacy with Social Media on Country Image and Country Brands -Focusing on Cultural Contents- (소셜 미디어를 이용한 공공외교가 국가이미지와 국가 브랜드에 미치는 영향에 관한 연구)

  • The purpose of this study was to examine whether or not social media could have influence upon diplomatic activities and become effective means of diplomatic communication, focusing on the communication channel of public diplomacy. Study subjects were 301 foreigners from 42 countries in 7 continents, and influencing relationship among the fondness of social media-utilized public diplomacy cultural contents, country images and country brands was examined, together with its effectiveness. The results attained are as follows: First, all independent variable except interactivity and immediacy had significant influencing relationship with the fondness of public diplomacy cultural contents. Second, the fondness of public diplomacy cultural contents had significant influence upon country images, whereas country images had significant influence upon the fondness of country brands and the loyalty of country brands. Based on study findings, the influence of social media as effective means of communication of public of diplomacy policy in the 21st century was confirmed. In addition, This study contribute to expansion of public diplomacy research area from pre-exisiting study and provide basic information to future activities.

A Study on the Reports of Korean and Chinese Newspapers on Public Diplomacy Issues (한·중 언론의 공공외교 이슈에 관한 보도 연구 - AIIB 보도를 중심으로)

  • This study analyzed the reports of Korean and Chinese newspapers on the foundation of AIIB from the viewpoint of public diplomacy. The results showed that Chinese newspapers reported the government's statements and opinions and played as a means of conforming to the purposes of public diplomacy. Chinese newspapers employed the media paradigm of Instrumentalism among three paradigms of public diplomacy, which was due to ownership structure of the press. In the case of Korean Newspapers, they adopted paradigms of culturalism and professionalism. However, they verged to culturalism in terms of lack of discourse struggle due to few in-depth reports of the effects of national economy of AIIB.

  • This paper analyzes the implications of the change in the way China conducts public diplomacy, through an in-depth study of international education programs promoted under China's public diplomacy strategy. The leadership of Xi Jinping is now trying for China to become the top power in the world, not just a G2 country, based on China's economic growth over the past 40 years. Also, as a vision for the goal, the leadership is presenting the dream of the great revival of the Chinese nation. Currently, the international education program promoted at the level of public diplomacy in China is operated in an active, mid- to long-term manner within the national strategy, away from the past passive and responsive method. In other words, while China's past international education program was a passive model for dispelling the "Chinese Threat Theory," China's current international education program is evolving into an active model that can promote the "Chinese" order in the world.

  • For the past 66 years, the Korea-U.S. alliance has been a typical asymmetric alliance in which the U.S. supports South Korea's security during the Cold War and South Korea gives some of its policy autonomy to the U.S. But Lee Myung-bak government military alliance the 'comprehensive strategic alliance' of the character, 'value of alliance', Park Geun-hye ' a global, 'Frontier of cooperation', the government.'reciprocal, comprehensive alliance' Moon Jae-in, the government and partnerships developed with ' euroui the development of national security strategy said. The purpose of this study is to explore ways to build a reciprocal and comprehensive Korea-U.S. alliance for the development of the Korea-U.S. alliance policy in order to ensure South Korea's policy autonomy following changes in the Trump administration's alliance policy. The results of the research show the need for Korea to participate in the U.S.-led 'India-Pacific Strategy' continue diplomatic efforts for the mutual economic benefits of the two countries and strengthen public diplomacy in order to build the Korea-U.S. alliance in a reciprocal and comprehensive manner.

  • This study confirmed the structural concept and preliminary statements based on concept definition of archival service quality, conducted statistical analysis, and developed the service quality scale equipped with validity and reliability. Developing the scale is unique for pubic institutions and expected to play a practical role in presenting for each archive more effective operation method to enhance service quality by diagnosing its status and identifying the differences from other archives.

The U.S. Government's Book Translation Program in Korea in the 1950s (1950년대 한국에서의 미국 도서번역 사업의 전개와 의미)

  • This study dealt with the U.S. government's book translation project as a part of its public diplomacy to gain the Korean people's 'minds and thoughts' in the midst of cultural Cold War from the end of World War II to the late 1950s. It was found that the U.S. book translation project was begun during the U.S. military occupation of South Korea, though with minimum efforts, and reached its peak in the late 1950s, In general, the purposes of the U.S. book translation project in South Korea was as follows: to emphasize the supremacy of American political and economic systems; to criticize the irrationality of communism and conflicts in the communist societies; to increase the Korean people's understanding of the U.S. foreign policies; to publicize the achievement of the U.S. people in the areas of arts, literature, and sciences. In the selection of books for translation, any ones were excluded which might contradict to U.S. foreign policy or impair U.S. images abroad. It must be noted that publications of a few Korean writers' books were supported by the project, if they were thought to be in service for its purposes. Even some Japanese books, which were produced by the U.S. book translation project in Japan, were utilized for the best effects of the project in South Korea. It may be conceded that the U.S. book translation project contributed a little bit to the compensation for the dearth of knowledge and information in South Korea at that time. However, the project may have distorted the Korean people's perspectives toward the U.S. and world, owing to the book selection in accordance with the U.S. government's policy guidance.

The Propagation and Construction of China's National Image in $21^{st}$ Century (21세기 중국 국가이미지의 형성과 전파)

  • As China's international status is more and more uplifted, the active shaping and effective propagation of China's national image has been regarded as an important means to demonstrate China's soft power, demolish the so-called "China Threat Theory", and compete for China's share in international discourse power. This article first makes a discussion on the fundamental concepts and related theories of national image, and then explores the precise positioning of China's image as "a responsible power" and the connotation that should be contained in this image. Finally, this article presents a tactic of "complex propagation" for the shaping of China's national image, which includes the propagation by new media and advertisement, the marketing of international sport games and other international events, public diplomacy and public relations tactics.

Social graph visualization techniques for public data (공공데이터에 적합한 다양한 소셜 그래프 비주얼라이제이션 알고리즘 제안)

  • Nowadays various public data have been serviced to the public. Through the opening of public data, the transparency and effectiveness of public policy developed by governments are increased and users can lead to the growth of industry related to public data. Since end-users of using public data are citizens, it is very important for everyone to figure out the meaning of public data using proper visualization techniques. In this work, to indicate the significance of widespread public data, we consider UN voting record as public data in which many people may be interested. In general, it has high utilization value by diplomatic and educational purposes, and is available in public. If we use proper data mining and visualization algorithms, we can get an insight regarding the voting patterns of UN members. To visualize, it is necessary to measure the voting similarity values among UN members and then a social graph is created by the similarity values. Next, using a graph layout algorithm, the social graph is rendered on the screen. If we use the existing method for visualizing the social graph, it is hard to understand the meaning of the social graph because the graph is usually dense. To improve the weak point of the existing social graph visualization, we propose Friend-Matching, Friend-Rival Matching, and Bubble Heap algorithms in this paper. We also validate that our proposed algorithms can improve the quality of visualizing social graphs displayed by the existing method.
