Impacts of Low User and Project Management Risk on IT Project of Public Sector: The Moderating Effect of User Knowledge (사용자 및 프로젝트 관리 위험 감소가 공공부문 IT 프로젝트 성과에 미치는 영향 : 사용자 지식의 조절효과)

  • We tried to do research on main views(risk and knowledge-based) and propose user knowledge as a factor to be managed in order to strengthen the performance. This study empirically analyzed the user-related and project management risk that affect the IT project performance, and verified user knowledge as a moderating variable. The survey was conducted for respondents who have experience on IT Project of public sector and data were analyzed by Smart PLS 3.0. The results show that low user-related and project management risks have a positive effect on performance. In addition, user knowledge has been shown to enhance the impact of two risks on performance. These findings are meaningful in that they emphasize the importance of user knowledge in public-sector IT projects, as well as the repeated verification of integrated research results.

The Study of Information System Creation and Internal Audit Controls (정보시스템 구축과 내부 감사 제어에 대한 고찰)

  • Along with trends of other countries, the Ministry of Information and Communication in Korea decided to operate an Information System Audit Institution for raising qualify of computer network facilitated in state organ and public institution, and to construct effective construction of information system. The aim of the audit institution is applying it to public information business, establishing an information system audit qualification system, and upbringing Private audit organs. The Ministry of Information and Communication realized that although the demand of information system area audit is explosively expanding, the National Computerization Agency cannot satisfies the demand and realize to have audit control for the information of national business as well. The Ministry of Information and Communication plan to enforce the audit on public information business by correlate with information business. The ministry enforce that the supervisory company has major roll to audit and national import business decided by the Information Promotion Committee is subject to have audit control. Therefore, in this paper, the contents of internal audit among internal/external audit will be presented.

  • In recent years, the importance of collaboration has been emphasized in the public sector as well as private companies. In a study for private enterprises, individual enterprises stressed the innovation through collaboration with other organization such as enterprise, university, and other agencies. Other companies and agencies have the technology they need, so that they share skill or knowledge, and they do to create more new developments. This implies a collaborative system can be a win-win collaboration with all partners. It also requires collaboration in the public sector. Because they have many problems that can not be solved at the level of individual institutions. However, public institutions lie ecologically unfavorable in a collaborative environment than the private sector. The organizational structure is hierarchical. In addition, relationships between collaboration partners not recognize horizontally. Of course, communication is not smooth. This study examines successful collaboration case in private sector and we want to draw implications for public organizations. Finally, we discussed ways to promote collaboration in the public sector.

On the Application for Minimum Server Cores in Public Sector (공공부문 도입서버의 최소코어수 적용에 관한 고찰)

  • Today, information resource management is key task in the data-centre as like as NCIA(National computing integration Agency of Korea). In IRM, the server's performance is one of the core elements, it must be importantly managed during whole of system life cycle. As first step of such management is in purchase phase, it is very important that the optimum specification is determined. The server's specification contains such as performance of core, criteria for performance verification, minimum cores, etc. There is constant controversy concerning the minimum cores. In this article, we present criteria for determination of the minimum cores that considered three aspects: (1) Costly aspect as TCO(Total Cost of Ownership, (2) Environmental aspect as Green IT (3) Technical aspect as RAS(Reliability, Availability, Serviceability) functionality. Finally, we propose scheme to ideally determinate the minimum cores.
